Homelessness MAC Group in Clatsop County

On January 10, 2023, Oregon Governor Tina Kotek declared an Emergency Declaration Due to Homelessness. The declaration took effect on Jan. 10, 2023, and will remain in effect until Jan. 10, 2024, unless rescinded or renewed by the Governor. Efforts related to the Emergency Declaration will be under the ALL IN Oregon umbrella term. 

The Clatsop County lead committee is the Multi-Agency Coordinating or MAC group. It was created to provide strategic coordination in Clatsop County to track outcomes in the executive order.

Geographic Areas Included

The geographic areas included in the emergency correspond with federally designated continuums of care. A Continuum of Care (CoC) is a regional or local planning body that coordinates housing and services funding for families and individuals experiencing homelessness. Statewide Outcomes

In the 2023 legislative session, the Governor requested the legislature to approve a $130 million early investment package as soon as possible to achieve the stated goals:

  • Prevent 8,750 households from becoming homeless statewide
  • Add 600 low-barrier shelter beds in emergency areas
  • Rehouse at least 1,200 unsheltered households in emergency areas

All In MAC Group

A local Clatsop County Multi-Agency Coordination (MAC) Group has been created for interagency management, planning, coordination, and operational leadership to provide strategic coordination, identify resources and manage goals.

The ALL IN MAC group plan was accepted by Oregon Housing and Community Services on October 3, 2023.
